Unhappy Power Steering Pump Problem!!

Hey everybody, I was wondering how many geniuses we have in here. I have a problem with my 1995 sc400 and I was wondering if anyone has ever experienced it or knows the solution for it. Ok here it goes:
I was pulling into the gas station and all the sudden my car made this wierd noise when i turned the wheels. It got louder for a second and then the power steering went out. I parked it and opened the hood, only to see p/s fluid all over the place. I am aware that a seal inside the p/s pump is faulty so I replaced the whole pump. Well, now when I start it the problem is even more confusing. With the new pump, it drives without power steering if the power steering fluid is LOW. However, if I fill the fluid up, it goes right back to the grinding problem as before. I am thinking it might be the rack and pinion but I need some expert advice. Thanks.

Who did the install? If it was a shop take it back, if this was a DIY then retrace your steps and take your time. Do some research before you dive back in, when you retrace what you did you may come across something that you "rushed through" when installing the new pump and you can do it over correctly. When all else fails, start at the beginning....
