On the 92 - 94 SC those are cornering lights and come on with the turn signal. www.intellexual.net has the DIY to change them to fogs. The 95 - 96 SC's are fogs and come on when the headlights turn on.
The rest of the stuff I can't attempt to answer.

I'm sure this applies across the board to 95 and later, but on my 1996:
The piece that you rotate to turn the headlights on (off all the way towards you, parking brake, on, and auto all the way away from you) has another piece you can rotate inboard of that (towards the steering wheel). This turns the fogs on and off, but they will only come on when the headlights are on.
I'm guessing somebody out there has done the electrical wiring to change it so you can have the fogs on without the headlights on, but I never looked it up.

figured out the lights
took my door apart yesterday, as best as i could, and i looked to see if i could do anything to the lock and the door handle from the inside, and i can't seem to figure out the way to have the door open when you pull up on the handle from the outside, something must be disengaged.
