yeah I dont know why Lexus went through the trouble of creating two different housings for headlights, three if you count LED. I speculate it might have to do with bulb height and not shining light into other people's eyes

The 2 different (Non-LED) headlight designs might be due to the Automatic High Beam function on the HID headlights. Because it's bi-xenon and there's no separate high beam bulb, it's possible that the relatively lower position of the headlight projector is required to correctly angle the high beam when it automatically switches on.
With the Bi-xenon HID's there is technically only one beam. For low-beam there is a shutter that covers part of the light source.
It's not a light that can stand constant on/off required when a 'normal' high beam comes on such as in halogen bulbs. On the LED's it's a halogen bulb for high beam.

Correct but also available in France since 2009- 2010, when the RX 450h was available but with a given package called "president", with the two leds, xenon, and active/adaptative and not only in 2012
