My salesman said something about the empty space near the spare tire possibly being a space for a flashlight and that maybe other countries required that - at the time it didn’t seem like he had a clue though.

Thanks for confirming the No wheel locks thing. As I said, that was a PITA anyway and I have much bigger car risks than having my wheels stolen.
I see you have a Hybrid, maybe they don't want the Hybrid models towed (or the RX in general), thus they exclude the towing eyelet?
Interesting. But if the hybrid isn’t to be towed I would think there’d be big “DO NO TOW” stickers somewhere, probably right there in the spare tire compartment.
Might be that any AWD model can't be towed - maybe the tow hook is for the FWD only. But there should be a section of the owners manual then that says "flatbed only", is that there?

So why would they create a special place, on a brand new vehicle, for something they discontinued before?
Maybe it varies by market, or the part gets used in other vehicles, creating new dies is expensive. Odds are, if it's used anywhere else, it is probably cheaper to produce one part than vehicle specific parts.
