Locking doors . . .
1. Engine off, I can lock the door from inside.
2. Engine started, shift on P, I can lock the door from inside.
3. Drive then stop, shift to P (door automatically unlocked), leave the engine on, I can still lock the door.

Fob in car - why would the car not lock with a fob in the car? Does your car not lock when the engine is running? The car has an auto-lock function. Car should lock and unlock at will.
Fob outside of car - walk 10ft away and fob not detected. Once not detected, car should beep at you. If this did not happen, it was detecting the fob in the car. See above for that situation. If fob truly not detected (which should not be the case in my mind, due to another fob in the car), then maybe it wouldn't lock?
Only situation I know of where you should not be able to lock the car - driver door is still open and fob detected in car. Car should lock and immediately unlock so as not to lock you out while fob is inside. Once door is closed and interior lock button triggered, car should lock.
