They worked prior to getting the mirrors painted. I first thought the wire was unplugged but i just took off the door panel and nothing. Both sides aren't working, i changed the led in there and still nothing. I know they come on at night when you approach the car but don't they also come on when you unlock the car? What other reasons can it be?

no.

Is this feature only on at night?

 

so if i don't have the mirrors power folding upon locking then when i walk by the interior lights come on but still the puddle mirror lights don't come on.

 

Try covering the light sensor (dime sized dome) on the dashboard.
Tricking the car to react to darkness may trigger your lights?
