Could be from road salt spray, ever wash down the engine bay? Not impressed it rusted like that in 10 years, road salt or not.
This is my wife's car, recently purchased, about 80k miles. Looks to be serviced on time, thorough records. I first thought of flooding, but only some of the top bolts and clips are rusted, looks really weird. I was changing oil and the underside looked decent, maybe I need to keep looking...
10 years in road salt area could produce that amount of corrosion. Go to Lexus service history https://drivers.lexus.com/lexusdrivers/history. Put in your Vin and see it they have any records on the vehicle. Might want to looks underneath and see if above average corrosion. It could give you an idea of amount of rust on the vehicle.
I've looked under and looked more inside the bay - I think the previous owner was washing the engine bay and leaving it wet, I can't explain it otherwise. Doors, frame, lower bolts all look good to me. I guess I'll try to clean or replace some of the affected parts.

Some 0000 steel wool and alcohol will remove most of that surface rust. You could probably use hand sanitizer since it is 62% alcohol and plentiful and rubbing alcohol is in short supply.
Its normal. Go onto ebay or autotrader and look at all the RX engine bay pictures of similar vintage cars from salted road areas, this is how they'll look. It's not acceptable, but it is normal.
Washing the engine bay regularly prevents that not causes it.
Good to know, I only assumed the opposite as I never washed mine and never had any obvious rust develop. Maybe my previous cars had better components, who knows.

Vintage or not, this is the only way I could afford it 🤣 I'm hoping for a long relationship with this mileage, as it drives like a dream.
