Hey guys my wife’s just picked up a 2013 RX350 and I was wondering how difficult it would be to swap the front bumper? Picture 1 is the bumper we have and want to convert it to the bumper in picture 2. Thanks guys..

You could take the photos to a body shop and ask, or do some searching here as others have done some bumper conversion and that you let you know more about what is involved. Try search terms such as bumper or bumper conversion
You need to know what new parts are needed. Take a look at Lexus South Atlanta Parts, just Google it. IT looks like you just need to replace the lower center part and underneath piece.
I did a little more research and my car should be alot easier and cheaper since its a 2013. The bumper conversion I want to do is the Sport design, NOT the F Sport bumper. Now I just need to find out exactly what parts I need.
Our 2013 RX450h's front bumper looks exactly like the second picture EXCEPT color. Our is a hybrid and has the "F Sport Appearance Package" which in addition to the bumper also has the upgraded graphphite colored 19 inch unique wheels. We liked the more masculine appearance vs the regular bumper which looks "softer".
