Same FCC ID on key but different circuit board?
Before anybody chimes in with "it's a Lexus, go to the dealer," my closest dealer is a 200 mile roundtrip.
Went to my local locksmith to get a new key and get it programmed/cut. They ordered a new key and cut it no problem. We verified it was the same FCC ID and that it was the 4 button model, but they couldn't get it to program. When they called their suppliers for help, we found out that there are two circuit boards and part numbers for these 2010 RX.
The most common circuit board has the letters "G N E" on it and I have found reference to these boards online. The other, I have not managed to figure out what's on it or what makes it different. I know the part number is 89904-0E031. Has anybody run into this problem, or have any insight on it? The locksmith was fairly certain that he could get the key programmed if I bought the right one, but I'm just looking for verification.

Why is it that the GOOD GUYS can not get his own car keys programed while the BAD GUYS are able to have the car "Gone in 60 Seconds"? This is just not fair.
