Default Under the Spare Tire

I just purchased a CPO RX 350. In doing some cleaning I noticed what looks like strips of a compound (excuse my ignorance) under the spare tire. Is this normal for the RX 350?

My guess is to make the joint watertight.

#1 is sound dampening material.
#2 is seam sealer

slightly off topic... did you just buy this? I see rust...

Now back to the seam sealer... I might be wrong, but that looked awfully like some aftermarket stuff. Have you checked the Carfax report when you bought the car?
