How to make Default Outside Air
My problem is, every time I start the car, it is on outside Air mode. However, when I turn on my AC, it goes to recirculate mode. Anyone know how to switch this off? I just want it fully outside air mode

The control is with you and it is the "AUTO" Setting. For optimal drop in temperature, it is recommended to keep the "Auto" setting, which will control outside/inside and selection of active vent position.
Once you are out of Auto, you can select and the vehicle will keep your sections of fan speed, Mode and recirculate.
FYI Lexus has one of the best HVAC system. IMHO it overworks the mode.

Anyway I can start with Outside air and keep it that way when I turn on HVAC?
Every time I start the car, it's outside Air. Then when I turn HVAC on, It goes to recirculate mode. Then after I turn off ac, it goes to Outside air again.
Per the 2015 manual it will automatically go to recirculate on start up if the outside temp is 75° or higher.
I do not believe there is a customizable setting for that. Unless like you noted.. maybe with a techstream.

Auto takes over and decides for you. So one the Auto is disengaged, your preferences are honored.

If anyone is interested, I may have found a way to do it.
On the infotainment system, Menu > Settings > Climate Settings> AUTO AC (OFF).
It retains my previous setting which is (Outside Air ON) whether AC is off and/or on. Which Is the way i want it to be so that I don't wear out the actuator. Plus I love having outside air . . .

Also for safety reasons there is a minimum fixed outside air mixed in even when the recirc is selected.
