My problem is, every time I start the car, it is on outside Air mode. However, when I turn on my AC, it goes to recirculate mode. Anyone know how to switch this off? I just want it fully outside air mode
I'm afraid I might need a techstream device or some sort.
The control is with you and it is the "AUTO" Setting. For optimal drop in temperature, it is recommended to keep the "Auto" setting, which will control outside/inside and selection of active vent position.
Once you are out of Auto, you can select and the vehicle will keep your sections of fan speed, Mode and recirculate.
FYI Lexus has one of the best HVAC system. IMHO it overworks the mode.

Fresh and re-circ are overridden with AUTO.
Auto takes over and decides for you. So one the Auto is disengaged, your preferences are honored.
It is designed that way to initially cool the vehicle more rapidly as the A/C works faster cooling the interior when set to recirculate that air rather than bringing in hotter outside air.

On the infotainment system, Menu > Settings > Climate Settings> AUTO AC (OFF).
It retains my previous setting which is (Outside Air ON) whether AC is off and/or on. Which Is the way i want it to be so that I don't wear out the actuator. Plus I love having outside air . . .

That will do what you intend, but once the Auto is is off, you will loose the built in intelligence to reach the desired temp setting in the most optimal [and efficient way]. Fan speed and mode will be frozen in the last settings and or need direct input from occupant. Note: Side benefit is that this change will prolong life of the mode servos.
Also for safety reasons there is a minimum fixed outside air mixed in even when the recirc is selected.
