Default How to stop auto seat/steering wheel function

I have an NZ new 2010 RX450h Awd. How do I turn off the function where the drivers seat and steering wheel move when starting the car or plugging in seatbelt? I’m only 165cm tall so don’t need the seat to move when I get in and out of the car. I have been through the manual and can’t find any instructions. There is no option for this on vehicle settings screen.

If you have navigation, there are drop down menus to adjust personal preferences and settings on the car. It allows you to turn off or adjust the seat and steering wheel movement.
If you do not have navigation, you have to toggle through screens on the instrument panel using a toggle on the steering wheel.
Of course, things may be different in NZ than US models.

I have navigation but there is no option to change in vehicle settings. The pic shows the only options I have in vehicle setting

On the U.S. 2015 I have, I can turn off the option for the seat to move, but the steering wheel still moves. There is no option I can find to change the steering wheel from moving.
