This is the brake actuator going. As far as my experience anyway.
I just bought my 2006 Rx400h used back in March and within a couple months it started that noise but only when the brake pedal was held down firmly to the floor. If I lightened up the pressure it stopped. Now, however, I am to the point where it has to be fixed. It barks constantly and the pressure in the brake lines ebbs and flows. Mine goes in Monday to repair. The quote on repair is $2300 in middle USA.

No, the brake actuator has a "pumping" sound, and this sound you can hear well near the front passenger wheel.
PS: The sound on video looks like sound from suspension (?springs?)
I don't know abot the hybrid but I heard on some cars the quacking sound can come from a failing motor that is bolted to the brake actuator.
I bought a couple of complete brake actuators for $80ea on ebay to keep for spares because I thought mine was failing.
My brake pedal was sinking to the floor and I had some trash clogging the tiny valves in the valve body but it was cleared out with a few brake fluid flushes.
If it is just the motor it may be easy to replace but I haven't verified this,
I'm just noticing the motor's mounting screws so it looks to be removable(look at the black cap in pic below appears to house a motor).
Of course like others mentioned it could be something different making the noise.
I would like to see a pic of your on the hybrid for comparison.

Thanx Phil, that answers my question. I thought it was a rx400h only part. Possibly it comes into action on 400's more then the ice rx's.....I'll add that possiby this came into action a couple times, before I swapped out for the gen3 brakes. I've yet to have it come into action...Similar to when I installed a torsen diff in a fwd car. The abs would grab the inside brakes, before I installed the diff, afterwords the abs never came into action around corners as the diff threw most of the power to the outside & sucked the nose around......

Hi nooblex, can you see if you have an actuator as pic in above post?
If so can someone touch the black cap in the pic and see if the noise and vibration can be felt there when pressing the brake pedal and quacking?
I'm looking for a reason to remove the black cap and see if it is a motor that is replaceable or what's under there so if anyone wants to see let me know and I will take it apart and post some pics.
