Is there any way to change the settings for the amount of time for the headlight auto off; as well as the sensitivity without having to go to a dealer and possibly getting charged a huge some of $ to get it done or is there a aftermarket tool I can get to do it myself? this is on a 2007 rx350. Thanks!

Techstream software will do it. I used it on my 2005 to have the headlights turn off immediately upon opening the driver's door. If you have factory navigation, you might be able to do it through there (I know on my wife's 2010 GX you can)
