Default 30 Amp Towing Circuit

I'm hoping one of you old-timers can help me.
I read somewhere (probably on this forum) that one of the ways to tell if your RX has the Tow Prep Package is to look for a 30-Amp Fuse marked "Towing" in the fuse panel under the hood.

I found it and I also found the connector for the hitch wiring in the back below the rear tray. My question: What exactly is the fuse for? Does it protect the wiring for the 4-Flat trailer connector or does it go to the Brake Controller Harness? I know trailer brakes need a 30-Amp circuit is this what it is for or do brake controllers need a separate fuse/breaker?

It's for the lights. The stock set up is not wired for brakes IIRC.
