Default Rubber frame plugs

I installed the OEM hitch on my '04 today but one of the rubber plugs I removed shouldn't have been pulled out. I initially thought it was no big deal. Just push it back in to keep the moisture out. I soon found out that Toyota must have a special tool to install those things! That little sucker won't go in there securely for anything! I've tried twisting, turning, pushing, and even Vaseline but it still is not in all the way. Does anyone know the trick to get these things back I their holes?
