My 400h didn't come with a cargo net either. I knew I missed one from my old RX. However, they told me to try using those bins for awhile because when you put in the net it is hard to get to the bins. I did and decided I had to have the net. The dealer ordered and installed one for me for free! However, I like the position of the net in the RX 300 better. They did have to drill holes.
At first I thought they already had the hooks for them. So I decided to keep a cargo net from my S500 and use it on the RX.

I installed one on my RX330. The net comes with a paper template. You tape the template to the back plastic, punch and drill two holes. The hooks thread onto the studs and you are done. The whole job takes about 15 minutes start to finish. I like the net better than the bins.
