The TSB stated on my work order was EG0050-05. It states the following: Fuel Main Tube and Fuel tube clamps along with second Fuel Pressure Pulsation Damper Assembly. All of the ticking is gone. It's great to have it sound like a Lexus instead of an old Chevy.
Some cusomters with 2001-2003 model year RX300 vehicles may complain of a "ticking" noise from the engine compartment when the engine is idling. Updated fuel main tube and fuel tube clamp are now available. In addition to updated parts, a second fuel pressure pulsation damper assmebly has been added to imporve this condition.
Hope this helps those that are having the "ticking" noise problem. I will be driving the car soon to verify that it did fix the problem.

and my car just started making a whirring noise that rises in pitch with RPM, same in neutral - hoping this is related to the TSB2095.

You can always give it a try, but from the sound of it. You don't have the ticking noise problem from the injector and given that you sometimes have problem with your cruise control(not sure if this is electronic or vaccum controlled). If one of your vaccum is not tight....that could explain the whirring noise as RPM goes up...or a belt....
I'd say get both things checked...
Good idea on the vacuum tightness I'll check that out. I am sure I have the injector noise - that loud ticking sound one can here through the firewall into the cabin discussed on several threads here.
