No master key replacement key programming?

No master key replacement key programming?
Help Iost my only key and after paying 240 for locksmith the key won't start the car.
the 2 keys, the locksmith. Left me with will unlock and lock the car. But the motor just turns over, and does not start i ordered a Toyota smart key maker from eBay and followed directions for all keys lost. But it didn't work. when there's no key in the switch, the security light is solid. Red, when I put a key in The light goes out when I try to start the car.The light blinks 21212121 when I take the key out the light is solid red no blinking. I have read lots of posts but can't find a solution. Any advice or instruction?
