Default Low beams not working

When I turn the switch forward to turn on the low beams, the low beams burst a flash of light and immediately turn off. Both of them. Fog lights, driving lights, high beams, everything else with beams is beaming just fine. Just the low beams. No change after turning forward again to Auto.

One day I got in the car at night and this was how it was. No idea what happened or why this started.

I've replaced the relay and all 4 of the 15amp fuses. No change.

My next thought was to replace the entire switch on the steering column.
My last thought was to replace two bulbs, but it doesn't seem to be very probably they'd both go out on the same day at the same time.

I Googled the problem and found someone posting my exact problem, but there was no solution. I've read many threads at clublexus, but can't figure this out.

Any suggestions?
Here's a video of the problem:

Page BE-2 of the attachment suggests Headlight Control ECU. I have already replaced the fuses and the relay (and the bulbs).

Is this ECU actually the "ballast", and is the ballast inside the headlight assembly?

Other people are having this problem and my video has gotten a fair bit of attention.

ECU is the body ECU (electronic control unit). The headlight relay is controlled by the ECU.

I've lost my low beam on the right side. As suggested elsewhere the interim solution is to use the running light cable/connector.
