A friend of mine has a 1999 RX300 with 195,000 miles on it that will not accelerate at all. It starts right up and idles but won't accelerate. Could it be the MAF sensor, TPS or something else?

I guess you mean, when (s)he presses the gas pedal, the engine RPMs do not go up in Park.
If yes then check to see if the throttle pulley in the engine turns as the gas pedal is pressed {this can be done with the engine turned off]. '99 RX has throttle connected by cable.
where is the throttle pulley? trace the air path from the filter to the intake. Two cables, one from acc pedal and one from cruise module wrap around a pulley.

What doesn't accelerate? The vehicle or the engine? You put it in D, press gas, engine revs and the car does not move? Or else...
