Ohh those are for all of the pilot lights. That white part of the cluster hasn't changed since 99 where more pilots were there. For mine, the 03 model, instead of re-molding the white piece without the holes, they just kept them figuring it wouldn't matter. Dust can't get in there since the breadboard behind the white part (not shown) covers the holes.
