I have replaced both bulbs in the low beam position with no joy. I have verified all the respective fuses are good. The driver side low beam will turn on with the brights. The only other bulb that is out is the passenger side fog light. Would the fog light cause the driver side low beam to fail?

Anyone have any ideas?
