Take the old coolant back to Jiffy Lube. 
Local laws are different. In Colorado, any store that sells coolant, motor oil, etc. must accept them for recycling. Though the most common excuse is "our tank is full." So just put the coolant in a container that you don't need back, and leave it with them and walk out.
