Default Scan Tool for ECU & Key Programming

I just got a used ECU for my 1999 Lexus RX 300 and need to reprogram it for my car. I'm looking for a scan tool that can handle both ECU programming and key programming for this model. Does anyone have recommendations for a tool that can do both functions reliably? Also If you’ve done this before, I’d like to hear what tools worked for you.

My tool is capable to do what you want but is $4800. I don't know others capable. Is better if you stop to the shop.

I understand that ecu programming tools can be pricey. Do you mind if I still ask you what tool are you using? Thanks.

These days locksmiths have such tools.

They may be the best option for one time user.
