It is not increasing any HP. The net effect is as if you are carrying 300 lbs less in the slow speed driving conditions where you are frequently stopping and starting as well as doing tight maneuvering. Hope that helps.

Yes, it is plug n' play. Very easy to install. Only little difficult part is unplugging the OEM harness. There is a thread on it and I put how I figured out unplugging the OEM harness over the throttle pedal. I paid $300 so it is a cheap mod, but it really enhances the driving experience and how fast the car reacts and get that initial thrust.
