Wondering if these chips needs professional work or if it could be touched up with oem paint?

lexus did a horrendous touch up and as you can see, the white they put on didn’t even match the paint

 

Did you try buying touch up pen and clear coat pen from Lexus? I wrote a thread on this a little while ago. I put in a lot of hard work since Molten Pearl shows even the smallest of flaws very clearly. It takes effort and patience, but if you really pay attention to details you can get it pretty much flawless.

Looks like at that level of damage you need a body shop to repaint the panels.

 

You can do better than that with the touch up kits, but it won't be perfect either way. It's a 3 stage process, base white, white with the flake and then clear coat. If done correctly you won't have a concave in the middle of the chip, but upon close inspection it will still look like a chip that was repaired. From experience, lightly use the stage 1 / base coat (1 coat) and do 3 coats of the stage 2 (white with flake) to recapture the cars original paint color. Lastly stage 3 / clear coat (2-3 coats). Don't try to "paint" over the chip, more or less dab the paint into the damaged area and allow the paint to slightly pool / level out with the chipped corners.
