That's correct. Look closely, and the black plastic 'blind' nuts are already installed. The bag with the bracket also has the 2 needed self-tapping screws.
The grill on mine does not have any provision for mounting it but gives me a template to do so. I believe this modification is done by the dealer, not the factory so not all cars will have it.

ALL RC-Fs come from the factory with the 2 plastic blind nuts required to attach the OEM front license plate bracket man. Did you actually look for the 2 black plastic blind nuts BEHIND the grille? Unless you're blind, you didn't. Get a flashlight and look for them on the bumper behind the grille. If you bought the car in a front plate state, you should have gotten the bracket, which includes the 2 screws needed to attach it. Pic below to motivate you to look for those 2 nuts.
Mine does not have that provision on the grill. I have looked many times and they are not present. I would be more than happy to take a picture of the grill for you if you would like

not sure where you got your information but like "chaosrob" I do not have these "plastic blind nuts" behind my grille.
mine is a CA car, and CA requires a front plate, so apparently not ALL RCF's come from the factory this way:
there are no "nuts" behind my grille on the flat bumper area:
my guess would be that the "mounts" or blind nuts or whatever have to be ordered that way, as it is with every other manufacturer, if the dealer didn't check that line item on their order, then these mounts were not preinstalled at the factory.

I stand corrected, but let me address the above:
1. Dealer owner (used to be my neighbor). Called him and said they definitely did NOT install them. So I opened my factory-wrapped front plate bracket, and the blind nuts are there (with mounting screws as well), along with instructions how to install them. So at least initially, they were not factory installed indeed. Therefore, the only option left is port-installed. But could have been factory started installing them on later build dates. Best way to know is for owners with a build date of 06/15 (mine) or later, to check. By the way, the screws to attach the plate to the bracket are not included.
2. Crazy that your car doesn't have them, being a front-plate state.
3. The only thing dealers order for front-plate states is the bracket, if at all. The RC-F does NOT have anything on the window sticker regarding front plate mounts/bracket. But the bracket was inside my trunk. Most other cars I bought had the bracket listed as a no-cost option on the window sticker.
Anyway, sucks your car doesn't have the blind nuts. But ask for a front plate bracket; they're in there. The instructions have precise templates (one for each side) for drilling the holes, so I'd definitely do this myself using a pick, to avoid dealer messing up your grille. Or drllling the holes crooked... but it's up to you. Good luck.

My car was a previous purchase where the buyer could not get financing but they had the vehicle for 3 weeks and the car was titled so the plate frame that came with my car was modified, they cut out the area the nuts would attach to so the dealer ordered me a replacement. The replacement did not come with the blind nuts
As an FYI, mine were taped on an inside edge, and didn't see them at first either, as they're black. And the clear tape is barely visible. Check again. The screws are in a separate bag, taped in the middle, so clearly visible. And the instructions should be there as well.

yeah I know, the "pins/screws" that slip/clip into the bumper nuts were taped in the frame, but that was all.
I spent a good hour yesterday trying to figure out what I want to do, trying different ideas on the car, zip ties and the like. I not interested in drilling holes.
at this point I am leaving the plate off. on all my other vehicles I have disabled plates, which is why I want the front plate on the vehicle. But for the RCF I opted for personal/vanity plates so my mirror hanging disabled placard will be used in this car, so the front plate is not that important.
I am not concerned about being cited for it, 3 of my neighbors are local Sheriff or Highway Patrol and they already told me if I get a fix-it ticket for the plate they would sign it off for me.
