Custom performance upgrades (Headers/Tune)

I’m contemplating adding PPE racing headers, carbon intake and upgrading the ECU using RR Racing’s performance tune. Based on the new CA noise ordinance laws I’m going to stick with the F sport stock exhaust system (for now).
I’m a little unsure of how the exhaust tone will sound installing headers only so I’m curious to hear your thoughts? Also, been seeing mixed feedback on RR Racing’s tune, has anyone had a good or bad experience using it?

I have heard good things about the RR tune and plan to get it in the near future.
Now I might not fully understand what I am about to tell you...

...but from my understanding headers without exhaust does not make much sense. The performance gained by addition of headers/exhaust is achieved by improved flow from the engine. If you have better headers which allow for better flow from the engine the performance gains will be lost once you hit a smaller diameter stock exhaust system because the flow will then be restricted. I might be wrong on that...
