As Banana stated, the system is REQUIRED to prevent icing in cold, wet weather. As the intake air expands over the throttle plate (pressure drop), it absorbs heat and cools the suroundings (throttle body). If it gets cold enough, moisture from the air can begin to freeze and build up in there, causing a restriction, rich mixture, stalling or possible stuck throttle. Tough to say exactly what temp/humidity conditions it will occur at, but obviously, this is probably not a problem in south TX.
I had an old Mits P/U that was missing the "heat riser tube" and on damp or wet cold days, the carb would ice up so much it would lose power and eventually choke out. I'd have to pull over to the side of the road and let it thaw for a couple minutes. A quick trip to Autozone and $2.50 hose fixed the problem.
I'd say that if you ever drive your car in sub 40 degree rainy or snowy weather, you should at least install a valve so you can open or close it seasonally.
