You're slightly confusing two things...
You can dyno your IS350, and many folks have... this is putting it on a dyno and measuring the power at the wheels.
There's something folks call dyno tuning, which is actually changing the tuning parameters of the car, while on a dyno, to measure the results of changes as you go... you can't really do that on an IS350 as there's no way to "tune" the car for the most part.

+1 you can dyno the car but not dyno tune it.

No offense but you don't seem to know what you're talking about and whoever you "heard" that from was jerking your chain or didn't know themselves. You can only "dyno tune" by changing parameters like someone mentioned above. I'm not familiar with the 2IS in regards to using piggy backs like the AEM FIC or some kind of air/fuel controller. Other than that you strap the car down and do 2 or 3 pulls on the current setup.

I don't mean to sound like an azz but the ignorance here is astounding....Reflash? You mean install the intake/mp/exhaust and disconnect the ecu so it relearns? You can do that but that's not technically a reflash and I'm not 100% sure if that makes a difference maybe somone has done it here and can chime in. My friend who has a 996 TT is getting a program to reflash his ecu all he does is upload it through the OBD-II port in his car. His reflash consists of raised boost level along and other stuff like fuel etc... to compenstate for more boost. That's what I thought a reflash is, I don't think something like that exists for the 2IS.

Didn't they say the Gt-R couldn't be tuned/reflashed because of the encryption on the ECU? But Mine's eventually was able to get pass that didn't he? I think american tuners like Sp engineering and Jotech and done the same thing with the GTR. I think it's just a matter of time before someone figures it out.
How much time are you thinking exactly?
More likely this will simply never happen.
On the GT-R I'm guessing you mean the speed limiter crack that COBB came up with? COBB was looking at the Lexus/Toyota ECU stuff at least 3 years ago (I know HKS350 spoke to them about it in mid-late 2008 and they were working on it at the time) and after all that time has produced no results for these cars (and I would suspect have since given up). World Tuning was working on it even longer back and nothing.
Seriously, don't hold your breath.
(though I keep wondering what exactly people are expecting to happen if someone did manage it... the car still has ~12:1 compression so it's not like you can slap a huge turbo on and run 20 psi if you just crack the ECU)
