Tranny problem?
My car is still under warranty so is this normal or should I bring it back to my dealer to have it checked out? I have to bring it back for rattles so I can have this checked while I am there.

I am from the bay area, although I don't know the exact place you are talking about. When you are on a flat stretch of road, and you let go of the gas (coast), the tranny should get to 5th, assuming you are going at the freeway speed.
The only way it would not do it is if the computer thinks that it's still in "hill mode". I've had that happen once or twice in my car, although it is rare enough that it took me some time to remember. This is most likely a logic bug of some sort, related to that particular area, combined with your driving style (I am assuming it doesn't happen elsewhere).
When in doubt, though, use your right to a free inspection by a dealer while you have the chance: even if you won't be able to reproduce it, you would leave a service record that the car was checked for this problem. Do it several times and chances are you will be able to get it fixed even after the warranty expires.

FYI Caldecot Tunnels are on the 24 and link the East Bay to the Contra Costa County Valley. Huge traffic bottleneck since it is the only major way to get to SF from a lot of the valley cities without adding an extra hour worth of detour. Thing I dont like is how they put road blocks on the last exit going east through the tunnel. You either have to backtrack or just bust the road block Dukes of Hazard style.

Other idea.... how manyles? tranny fluid change?
Going down a hill at a slow speed causes it to downshift kind of hard but from what I have read here that is a known issue. I just had it in the shop for service and everything checks out so maybe it's the ECU.
