It is my understanding the fuel filter is a function of the fuel pump. Unless you have a clog and experiencing fuel injection problems, you don't ever need to change it. Yes, it's in the tank.
Since the EPA has required inspection of underground tanks, getting fuel from an old rusted supply tanks is a thing of the past. I always use pumps with a filter built into the hose nozzle.
There is a strainer that is on the fuel pump in the tank, but not theactual fuel filter. I have never changed mine, but it should be under the car or on the fire wall on the drivers side. If no one answers your question I will take a look and find it.
They really don't need changing unless you put diesel in the tank.. Are you having fuel delivery problems? I never had mine changed and I have 96,000 miles. The dealer told me that it usually remains clean and rarely needs replacing.

I don't hink any one here has changed there fuel filter out , but do everything else.
I got mine changed out and it is under the back seat. It is in the gas tank. Try to do it on a empty tank or you will have to deal with the gas going all over the place. Watch out for hoses and make sure they are not kinked or else you will have problems fillng up the tank like I did, but thats another story I don't want to get into. You can check it out in the link below. It shouldn't be that hard to do. I only changed it because of the milage I have on the car. Hope that helps.
I have always changed the fuel filter on my previous vehicles as part of maintenance. But I was recently at my Lexus dealer and questioned them about fuel filter not being on the schedule they said it does not need to be replaced. They said the same thing about coil packs. So I figure if it was something that should be done the Lexus dealerships would have no problem letting us spend $$$$ hundreds $$$$ of dollars there.
I too tried to replace mine when I first bought my car and was told by Lexus that the filters are basically metal screen and do NOT need to be replaced.
He actually told me the way they designed it is the sloshing around fuel continually cleans the screen and it doesnt clog up.
