No, I don't think it'lll solve it. I did a combination of switching to Amsoil synthetic fluid + slightly lowering stall speed on my TC to make my rev limiter problem mostly go away.
I'd start with the fluid as the least expensive starting point (hint, search for my username and amsoil synthetic for details

I just switched over to Amsoil full synthetic. The shifting is now buttery smooth. The most noticable difference is downshifting to 3rd or 2nd using e-shift. Before the tranny would grab and the car would lurch as it down shifts. Now it shifts down smoothly with no herky jerky. This Amsoil is amazing and it is fully approved by Toyota for Type IV standards.
Also note that I had recently flushed with Toypta Type IV fluid about 3k miles ago. So it's not like I'm comparing Amsoil with dirty old fluid.
