Default Cel help. 1997 sc300 p0125

I have a 1997 sc300 I bought when I was 18. It had a check engine light for a bad o2 sensor. I took it to a shop that couldn't fix the problem. After almost a year I get the car back nothing fixed. It had a miss fire from wires. After fixing that problem I had a check engine light for p0125. The check engine light wouldn't let me pass emissions so I took the car to MXPI (a shop). After many months I get the car back and it still has the check engine light. Haven't been able to drive it for about a year and a half and would like help please. I flushed the coolant a million times. Replaced the thermostat. Then got one that open at a higher temp. When I drive the engine temps show to be normal. Its winter right now in Illinois about 30ish 40ish and car takes 10-20ish min for the rpms to drop to 1k.
