Default SC3 not entering diagnostic mode

my sc3 failed smog because it would not go into diagnostic mode during the ignition timing test. jumping the te1 and e1 terminals is supposed to bypass the ecu so it doesn't auto-adjust the timing.

but even after short-circuiting those terminals, the ecu brings the rpm back to 700 no matter how i adjust the distributor. how can i get the diagnostic mode to activate so i can pass smog? help!

try a new ecu. If an ecu doesn't go into diag mode, then it's bad. Or your pins don't have good connection. You might want to clean out the goop that toyota puts in it
