Fogger setups are very safe, and they are dummy proof. There is a chart of what jet sizes you need for the size shot you want, and all you do is drill and tap one hole in your intake tube for the nozzle.... done!
A couple years ago I had a v6 isuzu rodeo that I was going to hop up a little bit, and I put a fogger kit on it insted of bolt ons and sprayed a 150 shot on it for like a year until I sold it. You can't imagine what a rodeo with 350hp feels like! the best part was I got the kit used for 200$

there really aren't any cheap, basic mods for the 2JZ. Sure there are headers, intakes, exhausts, pulleys, etc. But in the long run you will want more and all that money that you spent on the basic parts could have been saved up and use it on a turbo kit or an engine swap. Both those mods will open up the ceiling for high horsepower at the twist of a boost ****. As others have stated, get a basic tune up first. while your changing the spark plugs, do a compression and leakdown test if you can. That way you can determine if the engine is worthy of a turbo or if it's better to swap it with a 1JZ or a 2JZ. proceed from there.
