Unhappy CEL Code 13

Ok...after i had my timing belt all related parts and water pump replaced i threw a CEL. I was lazy to get down and check it and have been driving like that for about 2 weeks or so. Well i got down low pulled the code and got a code 13, rpm signal. So now what do i do? I did a search but nothing helpful. Anyone know how to resolve this problem? I have noticed a decrease in power slightly. the car runs and idles fine but seems to have no top end anymore. Maybe the timing is off? Any suggestions or anyone in the san diego are able to stop by and help me out?

I also have a CEL 13 today. I've searched the forum and found a link to another link with this chart. So it's related to the RPM Signal. Does anybody know what components or sensors is related to the RPM Signal? Anything with the ignition parts? Maybe the ignition coils? I've installed brand new plugs, wires, rotors, caps, because it was bucking really bad last week. It cured the problem and runs great, but now I got CEL 13 now.

I think I must have a loose connection or some other parts are going out that I'm not aware of. I've double & triple checked everything and didn't see anything obvious. Its too hot outside, so here I am posting haha. I'll check on it next week since I'm gonna be rocking my father's cavalier to work until then. I guess I'll go grab a book this week and work on it later lol.
