Raw HP is one thing, reliability is another. You can aquire 400 with simple tuning items I am sure, but it probably won't be as reliable as a fully tuned vehicle. No point in wasting that kind of money if it might fall apart on you.
On another note, what transmission are you sticking with? 400~ HP is pushing it with the stock Sc300 A/T.
If 400whp is your goal, you should be fine with the stock ECU and a simple piggyback A/F controller, e.g. AFC, FIC, etc. You don't need a standalone or high end piggyback for 400whp. Reliability shouldn't be an issue at that horsepower rating.

btw- you dont need a map ecu. the 1jz already uses a map sensor
no idea, im using a HKS F-Con V but the downfall is if you need it tunned you need to find a HKS dealer because they are the only ones that can tune it for you.
HKS F-Con is always gonna be a good choice, but as stated above. The only true downside is going to be finding an HKS Authorized Dealer for tuning depending on where you're located. My tuner loves tuning with AEM EMS. Many of the Supra guys love MAP ECU. I've never used it, so I won't even try and dissuade you. If I could make one solid suggestion, that's avoid GReddy's E-Manage. Many tuners I've talked to have had negative experiences with it.

why stay away from the Emanage? a bunch of people i talked to had good things to say about it.
my friend i have 2 buddies here with 1jz , one putting down 467 with a mines ecu ( a reworked/reflashed stock ecu ) and a super afc and been running it at 21psi for over 3yrs and the other put down close to 500 with a blitz access ecu (again a reflashed stock ecu that raises rev lim eliminates fuel and boost cut) and super afc

A mines or sard ecu plus safc would be your best option but those ecu's are hard to find and sometimes it's not known what they are tuned for. Outside of boost/speed cut removal some of the other stuff is unknown. For now I say boost/speed cut controllers and safc II. Also check the tuners in your area to see what EMS they work on.
