This is not an issue the dealer can fix. It's is how the software was developed. The dealer could, however, lobby Lexus to fix their software.
In my opinion, this is a cultural issue. The Japanese is famously strong in hardware but weak in software.

My Dealer was in contact with Lexus Corp every time that they tried to fix this. They even replaced the head unit itself. I'm really disappointed in Lexus and ready to move on.
You must place vehicle in Park and have (AT&T) cell reception when entering the pin. Otherwise it will keep asking you again and again.
Why would it ask for pin when driving then? Because it's Toyota, they are incapable of fixing their software, they would rather issue TSB to document it as a feature. 🤡
Once it "gets" the pin, it stops asking for it for some weeks for me. Then asks again at random🤦♂️. Just recently it did it for me in the middle of a drive.
As for the seat memory recall not working when not in Park - I can imagine it can be perceived as rather reasonable safety issue. You don't want to press wrong recall button and your seat to move back to the point where you can't reach brake pedal while driving. TMC would potentially be on hook for billions in resulting class action lawsuits. Other automakers may take risks, but it's their choice.

What you describe is a rude and simplistic implementation. I don't think anyone would actually implement it that way.
Both BMW and Mercedes (and I suppose the other manufacturers as well, but I don't have first hand experience myself) solved this easily by requiring that (when the car is in D) you keep pressing the button for the seat to move. The instant you release the button, the seat stops. No parking the car is needed.
OTOH, if the car is parked, then a simple push on the desired memory button would bring the seat to the memorized position.

I have tried this but I still get another PIN request as soon as I drive through an area that apparently does not have strong cell service. In areas that I drive regularly I can predict where it will ask for the PIN. Again, I gave up and drive as a Guest. I can still use Carplay that way without it being interrupted by PIN requests.

This usually occured in certain areas where I assumed the cell reception was weak. This interupted my mapping navigation until I reentered the PIN. The Dealer could not fix this and they even installed a new head unit. I even had to resort to driving in Guest mode to stop these frequent popup PIN requests. With the new software I am no longer getting the PIN requests and I am now signed in under my own name/settings.

Great news. I did notice that the PIN popup issue was listed as one of the fixes for 2230. While I didn't have very many issues with my system, I have also noticed improved stability since mine was updated.

Was this after you had already submitted a PIN as part of your profile? The issue is repeated requests for a PIN not just submitting one as part of your profile.
Our 2022 NX 350h has not asked for the PIN until today. I also noticed that after using the remote start on the app, which had logged me out today, it left the hvac running until we pressed the Start button inside the car, which is nice. It use to shut off when the door was opened.
I do have the PIN if it requests it again.
