Are the NX ventilated seats actually cooled (air-conditioned)?

My NX 350 F Sport seats are cooled as was my previous 2014 IS. Suggest there might be something wrong with your IS 350 ventilated seats, there should never be warm air pumping into the front seats when cooling mode is selected.
Your seats are only ventilated. There is no AC involved. It's just a fan blowing air thru the seats. If my memory serves me correct, the last Lexus vehicles with actual cooled seats were the LS460 and LX570.
I haven't looked under my seat yet, but if there is a floor vent for pushing air to the rear seating area, the ventilated seats might be able to pick up (some of) the cooled air but as others have said, its not dedicated to that purpose so essentially the ventilated seats get cabin air. I remember on my old RX people were making little covers at the back bottom of the seat to make it difficult for AC air to exit too easily from the bottom of the seat, thereby allowing more of it to be sucked up into the ventilator. I suppose possibly for the NX it would help if S-FLOW was turned off as more cooled air for the back would help the ventilator function.
All that said, I've never been terribly impressed with the seat ventilator on either my old RX or the new NX. When sitting in the seat, I'm covering 90% of the holes, not much air flow. Unless you like driving leaning forward or jamming your foot to raise your butt off the seat, meh.
I have the 2022 NX 350 F Sport. This is my first car with ventilated seats so I don't have anything to compare it to, but I love the them. I wouldn't say the air that comes out of the seat is cold air like AC, but its definitely cool and makes a big difference on hot days. I think its just blows the cabin air through the seats so if its hot in the cabin, it might feel like warm air coming through the seats. After the AC cools down the cabin, the air coming through the seats should get cooler.
This is disappointing if seat ventilation is actually not cooled. Our 2014 grand Cherokee seats are cooled. A new Santa Fe I drove is cooled. It makes a difference.
My IS works as intended - it just pumps warm interior air into your backside. Not very useful after the car sits out in the sun for a bit.

Just remote start the NX and have it cooled down before you walk out to it.
I can start my 2022 NX on a hot day and have plenty of cool air on my back in less than a minute. Can’t speak to the technology involved, but mine works fine.
The seats are cooled. If you listen you can actually hear the fan working as it circulates the air through the seats. And the seats are really cool to the touch. You would feel it in a warm day. I also believe the level of cooling you get is related to the temperature you set the cabin to. If your set the cabin warm, I don't expect the seats will be much cooler.
Heck! Even my 2007 IS250AWD had heated and cooled seats that were actually cold.

Lexus lists the seats as ventilated, so my assumption is they are not cooled. I had ventilated seats in my Audi A6 which didn't do much to keep me cool. I'm going into the second summer with my NX and the ventilated seats do a decent job of keeping my back from getting sweaty. When I get in the car after it's been out in the sun, I can feel the seats circulating warm air for a minute, but it cools pretty quickly. I chalk that up to the NX A/C. It seems to be very efficient.

Agreed. My first car with ventilated seats; don't even know if they are on or off. Heated seats are the bomb!
I used the ventilated seats the past two days. I noticed that if I turn on the AC, the ventilated air was cooler on my back compared to not having the AC on. Not having on the AC especially in the hot temps will make it feel like air is just blowing on your back.
