Key replacement in DMV

Anyone in DMV work for lexus dealer can help me out? I lost all my keys except valet key.

If I buy a new uncut key, can it still be programmed without a master key?
What should i do?

This is 98 SC300.

Call up Lexus of Rockville parts department and ask for JP and tell him you are from CL. He might be able to take care of you.
