i need to meet up with someone who has the stock inners in about 3 weeks i failed my vehicle inspection they said my lights were not dot approved i still have my outers but need to borrow the inners from someone local.
yes thats all i failed for and the day after i had my car dropped and then they told me my rear uppers are gone so im waiting for them to come from japan hopefully they will be here by the 22nd
Wow, that's weird. What if they were non functional or if you took them out completely and just left the indent there? The inners on our cars don't serve a real purpose so I wonder why they would give you a hard time about it as long as your outers are working fine and DOT approved and your third brake light is working.
When he failed my car, he told me to change the tails. I'm guessing he means both the inners and outers.

I have my old inners somewhere around the garage but they are painted black, and i have some 01'+ outers that I can use.

Double check that he's not telling you the you need the third brake light and that's why he's failing you. I still don't see why the inner's would matter unless he's just combining it with the outers and it's an LED fail. As long as you put on the oem outers, you can always just disconnect the inners and for he would know, they are just there as decoration. It should still be legal.
I just checked with a NJ LEO and you do need to have a functioning brake light in order the pass inspection. He's likely failing you because he's expecting the inners to light up as light #3 and they don't.
They could even fail you for a non-functioning side marker or parking light. If the light is there then it should work. It also depends on the person that does your inspection. Sometimes you get lucky, sometimes you don't.
