At a stop, steering is super stiff

Default At a stop, steering is super stiff

My power steering pump leaking all over my alternator so my alternator finally died. I ordered a replacement alternator and the power steering pump o-ring kit from a dealership. I installed the new alternator, the and replaced the o-rings in the power steering pump. After which, the power steering was working fine except when the car is standing still. When it is at a stop, it seems like there is no power steering at all and it takes a lot of strength to turn the wheel. When I'm moving, the power steering is perfect. I then proceeded to clean the power steering solenoid on the steering rack. After cleaning the screens, the steering got a little better but at a stop, it's still extremely stiff. Any ideas what else could be wrong?

At the steering solenoid you will see a small connector with 2 wires. Make sure you got 12 volts(with key on) at the connector.
