Default SC300 fan clutch

So, I bought a new fan clutch from a well known CL dealership and got an extremely good price. But I'm pretty sure it is defective :\. When the car is on it is free spinning even at operating temperature. No matter the load placed on the engine it spins freely I can literally stick my hand down there and stop it. Pulled it off and tested it with a heat gun on the coil spring thing and it didn't react at all. Is it defective? I'm 99.9 percent sure it is supposed to get tighter with heat..and it doesn't. I also know that fan clutches are filled with fluid but it is a sealed unit. Anyone else have a similar issue?

It should be spinning much faster if the vehicle is getting that hot...

Also, it is perfectly acceptable for a car to be at operating temperature and it not be fully "locked" up spinning 1:1 with the engine - that wastes a lot of energy...

The fan clutch will not engage until the coolant reaches a certain temperature. Mechanical/hydraulic fan clutches sap a lot of power/fuel economy when engaged all the time, so they only engage when needed.
