Heated seat - Not Working - Maybe never

Heated seat - Not Working - Maybe never
Just bought a 93 ES300 and both the driver side and passenger seats are not working. Previous owner said he never used them, so I don't know if they ever worked. Car only has 50K miles and was well kept, so I would tend to believe him.
The light switch on both switches lights up for high and low heat, but the seat doesn't even get warm. Power adjustments to the seats work. I checked fuse #4 on the instrument panel fuses (i think this is the fuse for the heated seats). I still need to check the connections under the seats.
Any suggestions on trouble shooting?
