Heat temp keeps going down

Heat temp keeps going down
Hi everyone,
I have a bit of a problem on my 98 ES300. In the colder weather after about 20-30 minutes of driving the air temp. from the heater starts to cool off. If it is set at 70 degrees for example,it has to be bumped up to 74, and then another 10-15 minutes the air gets cool again, and I raise the temp another few degrees, and so on. This happens for about 60-70 minutes of driving, and then there is cool air blowing out when the climate contol is on "Hot". The temp guage is holding steady all the while.
Any ideas ?
