Default Need HELP Please

I changed out the power steering pump but it is still making a whiney noise whenever I turn the steering wheel. I have bleed the system and made sure there is enought fluid. The only thing I can think of is when I put the vaccum switching valve back, I could have swicth the two hose somehow. Could this be making causing the noise coming from the pump. I'm lost. any info you can share is appreciated. TIA

On your SC400, check the screen inside the PS reseroir. Most of the time it's clogged up and won't let the fluid pass through.

I checked the screen. It definitely not clogged. When I start up the engine and let it idle, it runs fine. It also run fine when the car is moving. It only make noise when the car is completely stop and I'm turning the wheel back and forth. I'm at a lost. Thanks
