I wouldn't assume your tool will work for programming without checking their website. Probably the ABS sensor as well, but not positive.

OP, please get a hold of FSM (and correct one for your year - there were changes yearly), study the system design, then move from there. There is no other way. Scanner or not - this will require knowledge and persistence. It can be as simple as blown fuse, but personal exp shouts 'no vgrs comms? something's fried! rack unhooked? some work must have been attempted already, probably unsuccessful'.

Some good news, new front hub/ABS sensor got rid of the C0200 and B2415 codes, so all we're left with is the C1555. Also fixed my oil leak from the filter housing, changed the filter while I was there and goddamnit if godzilla didn't put the filter on last...

I've got a used rack and EPS computer (the easy to reach one on passenger side engine bay) on the way. $250 shipped for both from Southern Imports in NC, they have a bunch of LS460s and the guy on the phone was pretty helpful.

Checked all the fuses I could find that related to the EPS or VGRS and everything was good. Got a voltage reading at the input for the EPS module at around 40V so I'm betting the EPS DC Converter under the battery is functioning. Having trouble getting to it because the bolts for the battery tray are rusted away enough to where I can't get a socket on them, but not enough to where they don't still hold the tray down. Fun stuff.

Going to check continuity between all the wires between the module and rack before the parts arrive using this wiring diagram.

I'm guessing the blurry image is the wring diagram for the VGRS system, does anyone have access to it?

Final thing, was using my scanner to look at live data from the EPS and noticed a couple oddities. For whatever reason it doesn't look like the steering angle sensor is putting out any reading. Maybe it's just my scanner, I would assume a failed steering angle sensor would throw a separate code right??

Also, thought it was odd the current demand, and actual motor current were both 0. Maybe that points to the module since shouldn't the motor be demanding/receiving some amps?

Sooo fun update, it doesn't look like my LS has VGRS, unless the ECU is hiding somewhere else, but it definitely isn't under the passenger foot panel like the work instructions show...

Does anyone have a way to check if a certain VIN has VGRS? I tried to find a way before, but a search didn't turn much up. Would it be a separate line item on the window sticker? I have the original and don't see it.

Also, continuity was good on the harness between the main module and the rack.
