Dealers do not do odometer correction. Their options are a) sell the customer a brand new cluster, set the odometer to zero, install odometer sticker in door jamb. b) Send new cluster out to anyone or any place that performs odometer correction. Said person or establishment changes the mileage from "0" to current vehicle mileage and returns cluster back to dealer. Dealer then installs cluster back into customer vehicle. If new clusters are no longer available then dealers typically are not able to help. They use people or places mentioned in, "b)" to provide the dealership with a complete, refurbished gauge cluster which is programmed to the customers vehicle mileage.

Those are the steps that any person, independent shop, or dealer in the country would take.

This is incorrect. I had my Mercedes cluster replaced and they, Mercedes, adjusted the OD reading to that of the old while I waited. They made certain records of it for their files. No third party involved. The whole process took less than an hour.

Are other mileage records inconsistent too? I haven't seen clerical error mentioned yet. Maybe it was just a DMV error and you can work on getting it corrected with service records.
